NOTICE OF RACE
ORGANISING AUTHORITY
1. RULES
1.1 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing 2005-2008, the prescriptions of the Yacht Racing Association of Thailand, the IRC 2008 Rules, the OMR rule for Ocean Multihulls, this Notice of Race, and the Sailing Instructions. The prescriptions of the Yacht Racing Association of Thailand will be incorporated into the Sailing Instructions as an Appendix.
1.2 Between the hours of sunset and sunrise the International Rules for Preventing Collisions at Sea (IRPCAS) shall apply. The official hours of sunrise and sunset are:

1.3 The ISAF Offshore Special Regulations Appendix J, Category 5 shall apply to all keelboats and Ocean multihulls. Regatta specific safety requirements will apply for the beach-launched multihulls. These shall include, but may not be restricted to; communication devices and reporting schedules, minimum drinking water requirements, tally discs and life vests. These safety rules will be available from the organizing committee one month before the event.
1.4 If there is a conflict between languages the English text shall prevail.
2. ADVERTISING
2.1 The Regatta is classified as a Category C event under ISAF Regulation 20.
2.2 The Organising Committee may require all participating boats to display the event sponsor's advertising in accordance with Regulation 20.3.2.
3. ELIGIBILITY AND ENTRY
3.1 The Regatta will have the following classes subject to the number of entries received.
3.1.1 Class One. Keelboats with a hull factor of 9.0 and above and a Draft Length Ratio (DLR) of less than 150.
3.1.2 Class Two. Keelboats with a hull factor less than 9.0 and a DLR of 150 or greater.
3.1.3 Class Three. Sports boats.
3.1.4 Class Four. Sunsail One Design Class.
3.1.5 Class Five. Firefly 850 One Design Multihull Class
3.1.6 Class Six. Ocean Multihulls. Trimarans and Catamarans of a size, type and condition acceptable to the Race Committee. The committee’s decision will be final and is not subject to protest.
3.1.7 Class Seven. Beach Multihulls. Beach launched multihulls of a size, type and condition acceptable to the Race Committee. The committee’s decision will be final and is not subject to protest.
3.2 The Race Committee may change the above eligibility factors and number of classes based on its analysis of the entries received. The committee’s decision will be final and is not subject to protest.
3.3 The Race Committee recognizes that there may be yachts that by virtue of design may qualify under these criteria in the above Classes but consider themselves to be cruising orientated either by accommodation, rig, sails or other reasons. The committee will receive written applications for consideration for inclusion in a Cruising Class no later than April 30, 2008 giving details of the yacht and the reasons for consideration. A valid IRC certificate, sail plan, accommodation layout including details of installed equipment, keel details and crew list MUST accompany the application. Applications based on crew criteria alone will not be entertained. Should there be a minimum number of five such yachts enabling the formation of a separate Cruising Class, then the Committee shall consider the addition of such a Class. The Committee's decision shall be final and not subject to appeal.
3.4 Where a yacht’s specification falls between the above parameters owners should consult the Race Committee on class placement.
3.5 IRC current certificates or completed application forms for the rating, together with the rating fee, should accompany entries for relevant classes.
3.6 Should there be a minimum of four boats with current RORC SBR Certificates Class 3 will race under this handicap system. If there are less than four boats they will be incorporated into an IRC Class and race in IRC rating.
3.7 Current OMR Certificates or completed handicapping forms together with fees must accompany entry forms for the Ocean Multihull class; application forms are available from the Regatta Secretary.
3.8 Beach launched multihulls should apply to the secretary stating the type and size of boat together with a copy of any applicable handicap certificate.
3.9 Application for entry shall be made on the official Entry Form; the Entry Fee should accompany the Entry Form. Entries must be received by 30th April 2008. Late entries may be accepted at the discretion of the Organiser and may be subject to an additional fee of 2,000 THB.
4. FEES
4.1 The entry fees are as follows.
4.1.1 All Classes except Beach Multihulls; Thai Baht 10,000.
4.1.2 Beach Multihulls; Thai Baht 5,000.
4.2 The entry fee includes participation of the skipper. An additional fee of Thai Baht 2,500 is payable at the time of registration for each additional crewmember and/or supporter participating in the official functions of the Regatta.
5. SCHEDULE
The following is the proposed schedule; however the Organising Committee reserves the right to amend this schedule.
5.1 Registration:
Saturday 31st May 2008, 12.00 to 16.00 at Regatta Office, Centara Grand Beach Resort, followed by Welcome Drink at the Regatta Tavern on the beach, Centara Grand Beach Resort.
Sunday 21st May 10.00 to 16.00 at Centara Grand Beach Resort.
5.2 Skippers Briefing: 17.00 on Sunday 1st June at the Centara Grand Beach Resort followed by opening party at Zico’s Brazilian Grill & Bar.
5.3 Dates of Racing.

6. MEASUREMENT
Each boat shall produce a valid rating certificate. Any boats requiring measurement should contact the secretary prior to Registration.
7. SAILING INSTRUCTIONS
Sailing Instructions will be available at Registration.
8. VENUE
The Regatta HQ is the Centara Grand Beach Resort on Chaweng Beach.
9. COURSES
A book of courses will be issued together with the Sailing Instructions, which will contain a number of inshore, coastal and inter-island courses. The course(s) to be sailed on each Race Day will be notified on the official Regatta Notice Board and via Committee VHF radio no later than 09.00 hours on the morning of the Race Day. The course(s) will be chosen to take into account the prevailing, or forecast weather conditions on the day of the race. For coastal and inter-island races the approximate coordinates of any marks of the course will be indicated in the course book.
10. PENALTY SYSTEM
10.1 The provisions of RRS 44.1 and 44.2 shall apply for Classes 1, 2, 3 and 4.
10.2 For Classes 5, 6 and 7 Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
11. SCORING
11.1 The Series will be scored as provided in Appendix A of the RRS using the Low Point system.
11.2 For all Classes, six races are scheduled.
11.3 If five or more races are completed then one discard will be allowed. If four races or fewer are completed, all will count.
12. INTERNATIONAL JURY
An International Jury will be appointed in accordance with Appendix N and there will be no appeal from the decisions of the International Jury in accordance with RRS.
13. PRIZES FOR THE KOH SAMUI REGATTA SERIES
13.1 A trophy will be awarded to the winning yacht in each class.
13.2 Second and third place prizes will also be awarded in each class.
13.3 Other prizes including prizes for individual races and divisional results and line honours may be awarded at the discretion of the Organising Committee.
14. DISCLAIMER
The Organising Committee, the Race Committee, the Regatta sponsors and their representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk.
15. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance to a minimum cover of Forty Million Thai Baht per event, or the equivalent. Insurance cover is available from the Organiser.
